Easton Neighbourhood Plan

South Norfolk Council Cabinet meeting recently discussed the Easton Neighbourhood Plan. At the start of the discussion David Wildon gave a report which can be found HERE - the content is essentially similar to previous submissions. Our concerns did, of course, relate to effects outside the Parish of Easton, and hence outside the Neighbourhood Plan, however it seems to me that it was worthwhile to take the opportunity to remind South Norfolk Council of our concerns.

Subsequently, at the Chair of Cabinet's suggestion, David met with Chris Raine, the case officer for the Easton Housing Development. He referred to the decision on the Approval of Outline Planning Permission: document, dated 01 Nov 2016 (2014/2611). This document sets out the conditions that must be met by any more detailed planning application for one or more of the sites in Easton.  With apologies if you know all about this, but the following extract is from the Planning Portal:

Where outline permission has been granted, you may, within three years of the outline approval, make an application for the outstanding reserved matters, i.e. the information excluded from the initial outline planning application. This will typically include information about the layout, access, scale and appearance of the development.

It is at the time of submission of any such 'reserved matters' application that the parish council will need to make its case.

At the September parish council meeting, the Council will consider whether to write to Norfolk County Council's Senior Flood Risk Officer, and to the Highways Department.

The Neighbourhood Consultation has closed and the draft document been produced.  Below you can see the draft document along with the Planning Inspectors report recommending that subject to minor alterations it should proceed to referendum by Easton residents.

 

Easton are hoping that the status of the document being an 'emerging policy' will bolster the case for their request for an Environmental Impact Assessment for the Food Enterprise Zone LDO.  A copy of their request can be found under the Food Enterprise Zone tab of this website.
